Making Kataifi Dough: Mix the flour, starch, and salt, then add the oil and approx. 150 g of water. Whisk until smooth, then add another 50 g of water to get a thin, smooth dough. Stir with a spatula for another 5 minutes, then let it rest for 1 hour.
Baking: Heat a pan and grease it. Pour the rested dough into a piping bag with a small opening cut at the end, and pipe long, thin strips into the hot pan. When the dough separates from the pan, remove it to a plate. Bake all the dough this way. You will need about half of it for the dessert.
Pistachio Cream: Grind the pistachios finely, then mix them with the cream and powdered sugar. Blend until creamy. If it's too thick, add a little more cream.
